Diversification of social management main body is the inevitable trend of the innovation of social management in China. A new social management pattern, asked the government and social organizations, individuals and other entities to form a work with good cooperation, jointly undertake the social responsibility of the management of public affairs. Enhanced synergistic effect of multiple subjects in a social management, is an important problem to be studied the innovation in a social management. Multi subject coordination role through legal and institutional arrangements, also cannot do without the full communication between the main and mutual trust. The main social management synergy to play through the laws and institutional arrangements, for "social cooperative" interactive mechanism effectively, also cannot do without the full communication between the main and mutual trust. However, for a long time "between the government and the national management" weakening the other social subject to the enthusiasm of the government recognition and support of and participation in social management, so that the government and other social management main body is very weak. Therefore, to promote mutual trust between social management main body, especially the public confidence in the government, establish the government channels for effective communication with the public, the formation of multi subject to participate actively in the collaborative management of benign social psychological atmosphere and communication mechanism, multiple subjects of social management synergy indispensable condition. In this paper, through the analysis of synergy is necessary condition of multi subject, research on government public relations in the promotion of mutual trust between the social management main body, build public confidence in the government, establish the government channels for effective communication with the public, the formation of multiple social subject to actively participate in the management of benign social psychological atmosphere and the communication mechanism of action.
