A Study Of The Countermeasure Of Attracting The Fishermen Register In Sansha, China Based On People’s Livelihood Security

Since ancient time, China has been carrying out fishing and seagoing commerce in the South China Sea, and has an indisputable sovereignty upon this region. However, for a long time, some surrounding countries like Vietnam, Malaysia, Philippines etc. are continually intruding South China Sea, which seriously infringes China’s territorial sovereignty. Facing the more and more rampant invasion of these countries, our country has to take some countermeasures to defend our sovereignty. In the July of2012, the establishment of Sansha City is a big movement for China to defend sovereignty. After that, Sansha city government carried out administration work immediately. It started the settling work for residents. Since fishermen are not willing to give up original census register, land ownership, land allocation right, share bonus of land acquisition etc., the equipment construction of people’s livelihood guarantee such as transportation, education, health care, water, electricity, oil and gas supply communication etc. is still weak, social security system haven’t been set up yet and the employing methods are singular, the settling work for residents haven’t been quite effective yet. In order to strengthen the administration of Sansha and put up the procedure of fishermen’s settling in Sansha, the author visited the fishermen in these islands of Sansha and looked up lots of documents. The author further analyzed and studied this problem, and come up with corresponding countermeasures, theoretical significant and realistic values.Based on this structure, this paper includes six parts from introduction to conclusion. Introduction mainly described the background of Sansha city, and the content and meaning of this paper. The expansion of related concepts and theories is the important and difficult part and solution of researching work; The second part stated the conditions of people’s livelihood infrastructure construction, the current situation of registered population and the necessity of the fishermen registering their residence in Sansha city; Third part put forward the problems that earnings decreasing, livelihood constructions like traffic, medical treatment,education, communication are incomplete; social security system is not yet built; single channel of employment and so on, which caused the fishermen’s unwillingness to register their residence in Sansha. The forth part drew a comparison between Sansha and Maldives, referring to their commons and differences, introducing the experience of Maldives in developing tourism, recreational fishing, completing livelihood construction and strengthening environment protection, which will enlighten Sansha a lot in the development of these aspects. On basis of that, the fifth part put forward some suggestion after the analysis on the successful experience of Maldives, China’s national condition and the location of the Sansha city, to further promote the registering of fishermen in Sansha; The conclusion puts an end for the questions put forward in the paper.As a whole, this paper realized the contradiction between Sansha government strengthening administrative management and the residents citizenship. To resolve these contradictions, Sansha government should formulate policies and measures to solve the problem of the people’s livelihood security, eliminate worries of fishermen, eventually register in Sansha voluntarily. In the fields of choosing topic, researching methods and collecting data, this paper also has creativities as follows:(1) The topic of this paper is very novel. This paper analyzed the problems on livelihood construction in Sansha, which is pioneering. And when choose the material, this paper paid attention to special implement of the policy in practical, and new materials supporting the paper, which keeps a close eye on the current policy to make sure the survey keep pace with the times.(2) Application of interdisciplinary method. This paper is a survey combing theory and practice. On its theory part, it includes the knowledge of public administration, sociology, the people’s livelihood ensuring, control of domicile, public policy analysis and then take the current situation of administration management, and livelihood construction in Sansha, using status analysis, investigating, comparative study to analysis systematically and make a point under my own knowledge and experience, to make the conclusion scientific and feasible.
