In the1990s, the Chinese government began to purchase public services, launched pilot projects in Shanghai, Guangdong and other developed areas. The Third Plenary Session of the eighteenth Central Committee of the Party clearly stated:"Communist Party of China should correctly handle the relationship between government and society, and separate government administration from commune management. The transaction management services, in principle, should introduce competition mechanisms through the purchase contract, commission and other means."This statement clearly indicates the direction for the development of public service in China. Public services are supplied by community, authorized by the government, through standard competition mechanism. This is to separate government administration from commune management. Through this method, the government is to improve the quality of public services as well as the utilization of financial resources, meanwhile promote the transformation of government functions. In recent years, though many cities of China made a lot of active exploration, the government purchases of public services is still in its infancy. Our country needs to learn more advanced experience from western developed countries to improve ourselves.This thesis starts with the background and significance of government purchases of public services. Public choice theory, new public management and new public service theory are taken as the theoretical support. This thesis analyses the theoretical and practical achievements of the purchases of public services at home and abroad through theoretical analysis, document analysis, comparative analysis and other methods. Furthermore the thesis summarizes the gap of the purchase of government public services between China and Western countries, and the experience of developed countries that we can learn. At last, Beijing government purchases of sanitation service are studied as a specific case. The author indicates its problem in the purchasing process, evaluation system, supervision and management issues as well as laws and regulations. The author also proposes several advices, such as standardizing program of purchase, improving the evaluation system, establishing the regulatory system, and perfecting laws and regulations.
