As a low-carbon emissions economic incentive measure,carbon permits trade not only achieveemission reduction targets but also create emerging trade market.Therefore,it is favored by the majorityof countries and regions.Currently,carbon permits trade market of EU and some internal states runningwell, radiation area keeping up expanding;United States and Japan also try to explore a new type ofcarbon permits trade based on voluntary emission reduction.To some extent,rising of low-carboneconomy promotes the global carbon permits trade derivative and expansion.However,developingcountries and developed countries should react to carbon permits trade considering national conditionsand own characteristics.developing countries can have a carbon permits trade pilot and expandgradually with meeting current basic living and life.developed countries can expand scopes of carbonpermits trade to earmarked development space for developing countries under confronting historicalresponsibility.As the largest developing countries,China still taking some efforts.“NationalDevelopment and Reform Commission office give a work notice about developing carbon permits tradepilot”came on October2011,agreed to carry out carbon permits trade pilot in Beijing,Tianjin,Shanghai,Chongqing,Hubei,Guang dong Province and Shenzhen City, opening the prologue of domesticcarbon permits trade pilot.Over two years,six provinces and one city has accumulated some experienceon constantly exploring and attempting carbon permits trade pilot.however,as a whole,the experience isnot enough and the progress is slow because of government supervision legal system of carbon permitstrade is immaturity in all possibility.Carbon permits trade is a special type of transaction,Governmentsupervision should do four topics.Firstly,a comprehensive understanding of carbon permits andassociated transaction types;Secondly,government supervision should scientific orientation and givemore space to the market,no longer just executive power and executive power leading,governmentsupervision should use executive power by laws with respecting market;Moreover,it must be consideredthat the necessity and feasibility on government supervision of carbon permits trade;Finally, the firststep is how about government supervision of carbon permits trade and for tackle government regulatorylevel has arisen or may arise; the second step is using the experience of extra territorial governmentsupervision for reference;the third step is construct and perfect government supervision legal systembased on the stages and characteristics of carbon permits trade.Government supervision legal systemsettled for current domestic carbon permits trade progress is rationality, with the rapid development of carbon permits trade,government supervision legal system should be created,criticised andamended.Currently,government supervision legal system of carbon permits trade should establish anindependent government supervision agency,perfect total amount control system for greenhousegases,implement carbon permits declare,register and report system,promote carbon permits monitoringsystem and implement government responsibility ascertain system.After that,initial allocation system ofcarbon permits and permit system of carbon emissions should be put into practice,main bodyqualification for investigation system and information disclosure system of carbon permits trade shouldbe established.
