Since New China foundation, especially in the past30years of reforming and opening, China’s economic construction has brilliant achievements attracted worldwide attention, which becomes crucial drivers of the world economy. With concomitant profound changes in social structure, ideology, social class diversification trend is increasingly evident. Past legacy of the planned economy era social management system, no longer meet the needs of existing social management, which is increasingly serious impact on society. Currently, the existing urban-rural dual structure has been gradually shift toward the direction of urban and rural development, new social demands, the new ideological trends, more and more new social affairs. Under the new situation, how to strengthen social management and innovation to adapt to economic and social development, today’s economic and social development around the past new topics.To reinforce social management and innovation involves wide range and profound impact. So, extensive research will be highly required. The exploration direction, overall context, as well as target practice should be acknowledged from both central and local levels. Therefore, the practical significance can be worked out. There exist a great number of problems in China’s current social management, such as disordered system, lagged laws and policies, single management, weak social organization, far different management objects, lack of justice and so on. Based on the grassroots, the paper focuses on the government specific practice, strives to provide support for the further research and bridge the gap of the grassroots research, by means of analyzing cases of specific practice, sorting out the theory of social management.Huaibei City is an associated mining city. Xiangshan District is the main district of Huaibei. It vigorously promotes Community Grid Management, which has got striking characteristics. The majority of residents in Duji District and Lieshan District, a combination of urban and ruarul area, is still farmers although there live quite a lot city dwellers."The Open Village Department" in Duji District is famous for its launching "tearing down a wall, closing to the people," which drew media’s attention. Lieshan District has built "Villagers Room", encouraging the villagers to discuss official business frankly. This practice not only helps to relieve the villagers’ emotion, but also contribute to solving their problems. The above three management styles as well as the style of "Nodus Villages" not only reflect the grassroots workers’ exploration of social management, but also better adapt to the needs of the current social management, which largely reinforces the harmony and stability in Huaibei City. The social management innovation, from the perspective of grassroots, can effectively helps our government keep grounded and better serve the people.Huaibei City has got urban areas, mining areas and rural areas. Some mining areas close to the urban areas have integrated into the city, while those far away are closely related to country life. The diversification of the city construction has broken the traditional mode of "city-country" construction. In this paper, scientific management theories are provided, specific management cases analyzed and theoretical basis raised, with the aim of combining theory and practice. Moreover, the management spirit is also analyzed. How to channel management theory into daily practice of social management reinforcement and innovation is thoroughly studied here. The practice of Community Grid Management, The Open Village Department, Villagers Room and Nodus Villages is regarded as a breakthrough point. In this paper, basic policy objectives, specific forms, reasons, advantages, disadvantages and actual results are interpreted in details, and then new approaches to enhancing work effect are finally sought.
