Vocational development of female civil servants is a hot issue in the field of public administration at home and abroad. From the perspective of theoretical research, current research often use vocational development, health status, employment education or employment quality as a starting point ant the research are conducted from the point of a single individual. A limitation of the research is that analysis based on different type of female civil servants is unable to be carried out, which needs further exploration and. From the perspective of practical observation, the fact that Chinese women are excluded or marginalized from politics has been existing since ancient times. With economic development and social progress, social status of women continually improved, the group of female civil servants are also growing. However, vocational development of them, without strong policy support in reality, encounters problems such as "glass ceiling" and imbalance of family and work. Therefore, this research can play a positive promotional role, no matter in the perfection an detailing of relevant theory of vocational development of female civil servants or in the improvement of realistic condition of them.To start with, this article consolidated theocratical points of view in relation to career anchor and vocational development of female civil servants. Secondly this the current situation and problems of vocational development of female civil servants are analyzed, followed by survey and analysis based on questionnaires from the perspective of career anchor. Then this article gives countermeasures in promoting vocational development of female civil servants in China from three layers including state policy, social support and family coordination. The conclusions of this article are presented below:firstly, eight types of career anchor proposed by Schein coincide with the vocational development of female civil servant, with the types of safe/stable anchor and life anchor most appreciated by female civil servants in China. Secondly, two kinds of issues exist in the management of vocational development, including external issues such as traditional ideology and unequal treatment and internal issues such as physiological and psychological obstacles, deficiencies of self and vocational awareness, difficulties in balancing work and life. Thirdly, as female civil servants grow older, self-confidence of them shows a decreasing trend. Most female civil servants give up their career for the sake of family even through they attach great importance on it. Moreover, points of innovation and inadequacies of this research are also concluded.
