Environmental Administrative Accountability Mechanism Research

Environmental protection is a basic policy of our country.Our situation is quiteserious environmental and special political administrative system and the environmentitself,a lot of features,such as global environmental problems,long recovery time,sothat the field of environment we need to make the necessary administrativeaccountability mechanisms studied.Environmental events and severe frequent occurrence of fog and haze,so wecontinue to think about the root causes of environmental problems lies in imperfectenvironments administrative accountability mechanisms.Our country is a marketeconomy country under the leadership of executive power,the government mustassume responsibility for the exercise of power.Environmental incidents continue to occur to China’s economic development hasbrought great obstacles to the production life of the people is a big loss.Let us thinkabout the grim situation the main direct cause of the frequent occurrence ofenvironmental events that the government did not adequately perform their duties,andthe reason why the government did not do fully perform their duties,because the lackof a sound administrative accountability mechanisms.China’s environmentaladministrative accountability mechanism is not perfect,and it is necessary to bestudied and improved.According to the academic,administrative authorities with environmentalresponsibilities are divided into four types:legal responsibility,discipline,responsibilityand administrative responsibility,moral responsibility.Liability of executiveaccountability accountability mechanisms rely mainly on the judiciary,the executivedisciplinary responsibility of accountability rely mainly on the appropriatedisciplinary regulations,the administrative responsibility of the executiveaccountability is largely dependent on administrative accountability mechanisms.Thenature of the administrative responsibilities of administrative accountabilityenvironment characterized as a political liability.Environmental administrative accountability mechanism is the executive accountability mechanisms and personnel in enterprises and institutions of civilservants appointed by the executive in the process of environmental management andgovernance of the need to take administrative responsibility.This article is the analysisof existing research on the basis of the relevant rules and regulations throughreading,thinking,and in the case of a combination of environmental cases,the use ofliterature research,case study method,system studies,comparative research,analysisadministrative accountability mechanisms of the environment,on this basis,on thebasis of environmental management experience in reference to theU.S.,Japan,Europe,Russia and other foreign countries,we propose a complete set ofmechanisms to promote accountability body diversity,scientific definition ofaccountability objects norms of accountability procedures,improve the "comebackmechanism" appropriate measures to combat local protectionism.
