Constitutionalism is an important part of Western political civilization andsocial life in the West has a long history of profound constitutional tradition.Theso-called constitutional, refers to the core of democracy,the rule of law as thecornerstone of human rights protection as a form of political process or politicalpurposes,to define the rights and obligations between countries,organizations andindividuals.Since the1980s, with the accelerated process of globalization,thetraditional constitutional system of each country presents increasing challenges.Insuch a situation,adhere to conservative,traditional constitutional legalistic thinkingclearly does not meet the actual demand,the pursuit of individual constitutionalstate constitutional reform became inevitable choice for the modern worldseeking.In the constitutional reform process,different countries will have theirown unique constitutional reform program,in an attempt to maintain the stabilityof the country’s reform plans changed at the same time,balancing the relationshipbetween personal interests, social interests and national interests.The thesis attempts to analyze a series of constitutional reforms in Britainsince the1990s,in the case of the UK ever-changing domestic and internationalenvironment,the new British Labour Party leader Tony Blairconducted.Constitutional reform achievements in Blair’s decade in power career isobvious,it is not only the opposition Labor Party for18years to return to theruling position of the United Kingdom,but also hit on the history of the BritishLabour Party’s longest continuous record.Although on the whole,the reform is notperfect,the British constitutional reforms are still some problems to be solved,butthe results achieved are very obvious.The thesis consists of five parts.The first part is an introduction,mainly toclarify the purpose and significance of essay writing,study abroad,the paperwriting program and the main content.The second part of the main drivers of reform from a realistic analysis of both the external environment of the British constitutional system.Under theinterpretation of the impact of the wave of European integration,in the case of theUK domestic environment changes dramatically during the reign of Tony Blair,thetraditional lag existing constitutional conflicts and resulting reform theconstitutional system becomes a trend.The third part of the fourth part examines the theory and content ofreform.This section is the focus of the article,detailing a series of measures takenby Tony Blair during the constitutional reform.From the perspective of politicaltheory,this paper analyzes the theory of the origin of constitutional reform;Fromthree basic elements of constitutionalism-the rule of law,democracy andcitizenship in three aspects,practical and comprehensive survey of the whole ofTony Blair during the constitutional reform.The fourth part analyzes the characteristics and historical status of thereform.Blair’s constitutional reform era in the history of British constitutionalismhas its own unique characteristics,reform is not only to solve the constitutionallegality of the UK deteriorating, but opened the prelude to The BritishConstitutional Modernization.By the analysis of the Blair constitutionalreform,helps us sort out and understand fully the British constitutional reform.
