According to the sixth national census published by the National Bureau of Statistics of China on April 28th of 2011, China’s population has reached 1.339 billion. The rural population is about 0.674 billion, which accounts for 50.34% of the total. The issues related to the agriculture, the farmer and the rural area are regarded as of high importance for the country’s economic and social development. Without the prosperity and stability in the rural areas, it is impossible to maintain the country’s long-term stability. Without the development of legislation in such areas, it is very difficult to build China under the rule of law. During the implementation of party and government policies, the rural officials are the executors at the grass-roots level and the truly spokesperson to the villagers. Whether they will act in accordance with regulations will not only concern the vital interests of the rural people, but also impact the orderly operation in the basic level. The legal compliance of the rural officials will also affect the villagers attitudes and beliefs of the law. Most of the officials have been practically and pragmatically working hard, and have been made huge contribution to the new development of the rural area. However, in our practices, some of the rural officials have conducted serious crimes. In July 2014, a report from the central government inspection team stated with profound grief that "there are corruption issues in the village cadres; a minor official giant rot problem has become critical". In this paper, the author firstly defines the relevant concepts, clarifies the subject and scope of crimes conducted by rural officials. Secondly, based on the experience of crimes investigation, the author analyzes the characteristics and reasons of the cases from Yanbian Korean Autonomous Prefecture in Jilin Province. Finally, the author provides his own preventive measures to such duty crimes.
