In the new normal economy, philanthropy is becoming one of the medical reliefways, especially through participation in Medicaid, not only ease the recipient of aidmedical expenditure pressure, but also help the government to share the responsibility inthe medical expenditure. Philanthropy and government medical aid complement eachother, mutual cooperation, and play an enormous role. Exerting the advantage ofcharitable organizations in the medical assistance aspect is the important sign of thenational social assistance system to improve in the future.This paper takes Shanxi province Jinzhong city as an example, a case study ofcharity organizations to participate in medical relief. Jinzhong city under the jurisdictionof1city,2districts and9counties, the development of the charitable organizations toparticipate in medical relief and around the overall situation is not exactly the same. Thefield survey and to related department staff was informed the interview, Jinzhong Citycharitable organizations to participate in Medicaid basically shows a positivedevelopment trend, capital, personnel, rescue the population, average amount of aid andother indicators of steady growth.Analysis with the coupling and coordination model, from space dimension,Jinzhong City charitable medical assistance two sub-systems, coupled with a low degreeof coordination, some areas due to the charity organization will not get the donation formedical health, causing the area charitable medical assistance contribution degree is nothigh, affecting the overall development of charity involved in medical and healthundertakings; from the regional dimension, area development strategy and thedevelopment process of the different regional differences exist, the larger the couplingstrength and coordination degree that charity organizations to participate in medicalrelief development modes and the development level of the two system; from the timedimension,2008-2013in Jinzhong city to participate in medical relief charitydevelopment pattern and the development level of the two subsystems the couplingstrength and the degree of coordination in the basic growth stage, but declined slightlyin2013.Reference America, Britain and Shanghai, Chongqing practice and experience,improve the coordination degree of coupling, between the advance of two subsystems,specific measures including the improvement of system design, improving the efficiency of collaboration between organizations; improve the financing mechanism,increase the charitable donation in medical assistance in the input; deepen theprofessional development, improving staff quality level; balanced regional developmentamong regions, closer coordination level.
