Study On Deliberative Ability Construction Of The Democratic Parties From The Perspective Of Socialist Deliberative Democracy

Socialist deliberative democracy is an important form of socialistpeople’s democracy in China. Further upholding and improving the socialistdeliberative democracy with Chinese characteristics has important and far-reachingsignificance for developing socialist democratic politics and promoting theconstruction of political civilization of mankind. In the socialist deliberativedemocracy of China, the democratic parties have played a positive role in our countryand made important contributions as one of the main deliberative body. But with therapid development of China’s current political and economic society, the diversifiedcharacteristic of social interests and contradictions has become increasinglyprominent. It has put forward newer and higher requirements for the building of thesocialist deliberative democracy, especially for the deliberative ability construction ofthe democratic parties. This paper through introducing the theoretical basis andcharacteristics of the socialist deliberative democracy, the structure of the deliberativeability of the democratic parties and the status quo, the basic principles and thesuggestions of the deliberative ability construction of the democratic parties to studyon the deliberative ability construction of the democratic parties from the perspectiveof the socialist deliberative democracy.The full-text is divided into five chapters. The first part is an introduction whichintroduces the theoretical and practical significance of this topic and the current statusof the topic at home and abroad. The second part presents the theoretical basis of thesocialist deliberative democracy and its characteristics. It includes the basicconnotation of the western deliberative democracy and the socialist deliberativedemocracy, the theoretical foundation of the socialist deliberative democracy, thecharacteristics of the deliberative democracy in the political environment withChinese characteristics. The third chapter starts with the concept and the structure ofthe deliberative ability of the democratic parties. Then it respectively introduces thesubject of the democratic parties who participate in the negotiation and themechanism which play a consultative role in，and mainly reveals three aspects of theproblem in the deliberative ability construction of the democratic parties. The fourth chapter puts forward the suggestions to strengthen the deliberative abilityconstruction of the democratic parties. This part discusses the suggestions focuses onpromoting the deliberative literacy of the democratic parties and perfecting socialistdeliberative system, so as to improve the ability of deliberative democracy of thedemocratic parties, perfect the deliberative democracy with Chinese characteristics,and promote the prosperity of the socialist political civilization.
