Research On Participation Of The Social Work Agency In Urban Community Governance

As an important carrier of people’s daily life, the community has been the subject of extensive attention for scholars at home and abroad since its birth. With the booming development of China’s modernization and urbanization, the realistic significance of urban community governance on the yearning for a better life to many residents, is also increasingly prominent. However, urban community governance in our country has many problems such as the main body participating in is comparatively single, administration of neighborhood committees, development shortage of community social organization, lack of participation for residents etc. In recent years, the government pays more and more attention to the role of non-profit organizations in urban community governance to serve community needs, to maintain the public order, to promote the development of community, and the policy environment related to non-profit organizations has been improved continuously. As a non-profit organization relying on social work profession, social work agency is necessary to be researched on its service practice in urban community governance for promoting the further development of public service.This study mainly starts from concepts of social work agency and community governance, combining with the current research on community governance from the content, the mechanism and the problem, probing into the theoretical basis and research status of social work agency involved in urban community governance, and carrying out the literature review based on that. Surrounding the research theme of social work agency’s participation in urban community governance, this study uses qualitative research techniques and takes the service practice of nine social workers of one social work agency in Beijing as cases, to analyze the content, methods and results of social work agency’s participation in urban community governance, as well as to discuss the cooperation mechanism status of social work agency’s participation in urban community from the aspects of construction, operation and function. According to the analysis of social work agency’s practice in urban community governance, this study tries to summarize the strategies and problems of social work agency’s participation in urban community governance. Meanwhile, this study puts forward the policy recommendations to the government such as optimizing the law and policy environment of social work agency’s participation in urban community governance, establishing coordination mechanism and perfecting the incentive and guarantee measures; also puts forward the practical suggestions to social work agency such as focusing on the participating ability construction, strengthening the cooperation with community neighborhood committees and other subjects, promoting the development of community social organizations, boosting volunteer force and enhancing the consciousness and ability of residents’ self-governance, in order to promote social work agency’s further participation in urban community governance, thus improving community’s living condition and serving people’s daily life.
