The Exploration Of Communist Party Of China On Solving Rural Livelihood Issues Since The 16th CPC National Congress

People’s livelihood is very important to a country. It has directly relation to the well-being of the people, the prosperity of the country and the nation, the harmony and stability of the society. The 16th Party Congress was an important meeting to China after entry into the new century, it was an symbol that China has entering into a new development stage of building a well-off society, it also means that China has to pay more attention to people’s livelihood. Considering of China’s national conditions with big rural population, Central Committee with Hu Jintao as the representative gave the great concern to China’s rural residents since the Sixteenth CPC. They did a lot of work to research the various factors at the macro rural livelihood strategies and policies about settlement of farmers’ income, education, social security, infrastructure and other issues. The innovation of the system and strengthen mechanisms have effectively resolved rural livelihood issues. It could be a theoretical guidance and practical experience in the new period to further promoting the construction of rural livelihood.This article dedicated to the research on the exploration of Communist Party of China on solving rural livelihood issues since the 16th CPC National Congress. It includes four parts:The first chapter is an introduction. This chapter focuses on the background, the purpose and the significance, the research status reviews, the research methods, the innovation of the topic, as well as the basic framework of this article to ensure writing ideas have a clearer understanding and grasp.The second chapter includes the theoretical origins and background of the exploration of Communist Party of China on solving rural livelihood issues since the 16th CPC National Congress. The theoretical origins include Marxism and Chinese Marxists’ basic ideas on rural people’s livelihood which are the scientific basis and guidance to the following exploration. The background mainly refers to the international part of the opportunities and challenges in the new era brought to China as international economic globalization, the national part of facing the arduous task in building a moderately prosperous society in the country, and the principle of Chinese Communists. The backgrounds and national conditions all point to the Communist Party of China that the necessity and importance of solving the problem of rural livelihood.The third chapter is about the macro strategies and the specific policies of the exploration of Communist Party of China on solving rural livelihood issues since the 16th CPC National Congress. In order to solve the rural livelihood issues, Chinese Communists with Hu Jintao proposed the macro-strategy of putting the rural issues in the priority position of the party’s work, balancing urban and rural development, promoting urban-rural integration, and the construction of new socialism rural.
