At present, government informatization construction has set off a new round of upsurge. China which is in time of reform and transition also attaches great importance to the development of the Government’s information technology. Into the "Twelfth Five-Year Plan", state Local Government attaches great importance to the construction of e-government. Especially in Big Data Era, Changes in the environment put forward new demands and challenges to the information construction of grass-roots government. The characters of social welfare, difficulty in determine demand, Integration and innovation make the project construction process full of risk. As an important knowledge area of project management, project risk management will inevitably be favored.In this paper, Cangxi e-government project build by Guangyuan Mobile company is the object of research. It Describes the theory of risk management planning, risk identification, risk assessment, risk response and monitoring and other aspects, and applies these theories to Cangxi e-government project. In the planning stage of the project risk management, it analyses the process and work of internal and external environment analysis, building the project risk management group, collecting information and preparation of project risk management plan. In project risk identification stage, it analyses the process of identifying the risk factors of project planning, design, implementation, and closeout with Brainstorm. The project risk factors list includes 15 risk categories and 36 risk variables. In the project appraisal stage, it uses subjective evaluation method to assess the probability of risk, and AHP to assess the severity of risk. And finally, it gets the results of a comprehensive assessment by the assessment of the probability and severity of risk occurrence. In the risk response and monitoring stage, it summarizes the project risk response and control measures.The proposed risk management methods and measures of E-government project played a certain role in risk prevention and control of the actual Cangxi e-government project. On the one hand, The organizational process assets which were made of the tools, methods, experiences and lessons applied in the project laid the foundation for Guangyuan Mobile company’s information technology project risk management, on the other hand, it provides a reference for the similar e-government projects’ risk management.
