The Analysis Of China’s Endowment Insurance Of The Public Departments

Social security system is the fundamental guarantee of country’s stability and long-term good government, while endowment insurance is one of the most basic content in social security system. For a long time, the endowment insurance system for China’s enterprises and government organizations is implemented in double-track system, and the reform process of endowment insurance system for government organizations is slow. The double-track system is resulting in the fragmentation of the endowment insurance system, and can’t form a unified endowment insurance system. With the deep going of socialist market economic system reform and the change of social status quo, the drawbacks of endowment insurance double-track system increasingly emerges, and has brought a lot of adverse effects, thus it is seen that the reformation of endowment insurance for government organizations is imperative under the situation.This paper finds out the necessity to implement reform based on the analysis of the current situation of endowment insurance for enterprises and government organizations, the double-track system of endowment insurance not only inspires social members’ dissatisfaction, which is not conducive to the stability of society, but also blocks the free flow of labor force, and increases financial burden, which makes the endowment insurance system is very confusing. By the analysis of the feasibility of the reformation on endowment insurance of government organizations, this paper finds out that conditions for reform are gradually matured. National policies provide the basis for reform, and the reform of endowment insurance for enterprises and experiment sites provides a reference, so we should conduct a thorough reform on endowment insurance system for government organizations by taking this opportunity. Then this paper elaborates the reform process of endowment insurance on government organizations, and analyzes the resistance and difficulties that we would face in the reform from reality, mainly including benefit main body’s conflict on reform, the pressure of system reform costs on reform, and insufficient supply of reform mating system. Finally, this paper proposes the principles of endowment insurance combination system and actions for safeguarding the smooth implementation, and hopes to provide some reference for the combination of endowment insurance system of government organizasitions.
