After the Sept. 11 terrorist attack, terrorism is growing in the world, transferring targets to civilians gradually, which threats the peace and development of the world. In recent years,terrorist activities in China are also frequently and taken a trend of spreading from the frontier to inland. In addition, China has also suffered from western double standards in the qualitative of terrorism.Terrorist activities is organized and premeditated, the main type is sudden attack, which brings challenges to each country. After the terrorist attacks, timely information release helps to coordinate the relationship between parties of crisis communication. Appropriate rhetorical can improve the efficiency of crisis management, control the harmful influence which may produce.In addition, crisis rhetoric also conveys the government’s attitude to the public. Excellent rhetorical is very important for governments to restore image, gain trust, enhance the credibility.Specific to the crisis management of terrorist attacks, both the context, crisis situations and the main body in the crisis need to be taken into consideration. Excellent rhetorical strategies will be nice to the effect of crisis management.This paper based on the theory about rhetoric orientation of crisis communication, started from the core of the crisis management—dissemination and communication. The object of the study is the crisis rhetoric of the terror attacks for governments. Combined with China’s actual conditions,this paper try to find the law of crisis rhetoric and get the crisis of rhetorical strategies, which can be used by governments especially China in terrorist attacks, using the method of case analysis,rhetoric criticized and content analysis of media.
