Research On The Role Of Government In The Development Of Public Interest-social Organizations In Yangjiang City

The public interest-social organizations are very important to the construction of harmonious society in our country. Now, they are actively engaged in education, science and technology, culture, health, sports, social welfare, international communication and other fields, making them one of the important forces to promote social progress and economic development in C hina. In recent years, the C hinese government conduct a large amount of reform and innovation in social management to release the social vitality. Thus the public interest-social organizations have new development opportunities in the participation of social management and provision of public services. Guangdong Province is among the first to promote social reform. As a result, the public interest-social organizations are growing explosively. Therefore, the research on how to realize the transformation of government functions and utilize the public interest-social organizations has important theoretical and practical significance for the development of the public interest-social organizations in Yangjiang city.In this thesis, the background of the development of the public interest-social organizations is first introduced. The definition of social organizations, public interest-social organizations, the functions of the government and other related concepts were explicitly described. And the basic theory that the government would promote the development of public interest-social organizations are analyzed. Then Yangjiang city has been taken as an example. With the help of literature, field investigation, comparative analysis and other research methods, we summarize the current development status of the public interest-social organizations and the reasons for insufficient role played by the government in the development of these organizations. Nowadays, we can learn some successful practices which have been implemented by the government of America, Germany, Britain, Hongkong, China and other countries and regions. The development of the public interest-social organizations will be promoted through legislation, strengthening the support, the purchase of public services, improving the supervision mechanism and the establishment of new partnerships. Combined with the actual situation in our country and Yangjiang city, the works related to the following six different aspects such as perfections of policies and regulations system, promoting the transformation of government functions, the establishment of long-term tax support mechanism, supervision and management innovations, the promotion of volunteerism, strengthening the citizen moral education and strengthening the self- ability of the public interest-social organizations would be helpful to enhance the role that Yangjiang city government played in the development of public-interested organizations.
