After the European Coal and Steel Community established, there are various explanations of the integration theory. However, along with the European integration, the neo-functionalism defined the "spill-over" based on the functionalism, and becoming the brand new theoretical foundation of the European Integrity. In one hand, two critical viewpoints, "spill-over" and "the prerequisite of the European integration", are engineering the integration economically and politically with the theories. In the other hand, the limitation of neo-functionalism lies on whether the "spill-over" would automatically leak into other aspects or regions from one aspect or region and, whether it would happen similarly to social development from economy as well as from the regional politics to the superior politics. Looking back at the integration of the European Union, there is no trace for such a natural process. Around 1975, the integration of the European Union was so stagnant, that the authorities of the neo-functionalism declined and was questioned and even criticized. After 1980, the development of European science and technology was gradually infiltrating into the European community. That is the influence of the technology policies spilling over to be a critical cog of the engine, which propels the European integration and keeps the European community as a bellwether in the international competition. Since 2010, the European commission issued the European 2020 Strategy and Horizon 2020 Science Research Proposal, which focused the next 20 years of the European Union on the development of science and technology, and indicated the spill-over effect of the integration of the science and technology policies.
