Nowadays in the world, fierce competitions in military domain and the quickly developing new military revolution bring a great challenge to the national defense and army development. With the development of science and technology, advanced technologies are brought to army constantly by every country to ensure its powerful military strength. However, no matter what progress technology would make, army can not leave those people who use weapons. Only when weapons and man are combining the best can bring the optimal fighting capacity.All countries attach great importance to military human resource management, and continue to improve and innovate human resource management practice measure to promote the construction of military talent. By the development on theories and practices, performance management get more and more practiced in the army. In order to realize the modernization and scientificalization of military management and increasing the level of military management under the new historical conditions, establishing a suitable performance management system for our army, based on combining with the army construction demand and absorbing the core of performance management thought and method, plays an important role in promoting the management reform and accelerating the modernization construction of the army. Due to a late start, the theory and practice of performance management research in our country is still not mature and there are still many problems. Application of performance management in our army is still at the beginning stage.Through study and analysis on the performance management status of a force, some problems existing in the performance management practice of each link in the unit were fount out. Based on the performance management theory and some basic methods, the performance management system of the army was improved in this paper, providing some reference methods for increasing the overall level of our military performance management. Always taking the performance management as an inseparable whole system, all aspects of performance management, such as performance planning, performance assessment, performance feedback, were seriously analyzed. In view of the shortcomings in the performance management of the unit, an improving scheme was proposed in this paper, that is formulating scientific performance plan, carrying out fruitful performance communication, establishing a scientific and reasonable evaluation system, and perfecting a high efficient performance feedback system, so the original management that focusing on performance evaluation management more tends to the comprehensive performance management.
