| Along with the development of the era, service-oriented society has become the main trend of the society as well as the main content of the social system reform. It is one of the targets of transformation of government functions. Meanwhile, with the improvement of people’s living standard and the superiority of the socialist system, people’s desire to participate in the political life is becoming stronger. So it calls the government to meet much stricter requirement. But in fact the public service function of the government doesn’t match with the economic development and the demand of public. The system of public service is not sturdy. So the construction of the service-oriented society is main trend of transformation of functions and powers of the state as well as the inevitable requirement of the construction of the harmonious society. For the government, if it wants to reinforce self-construction and perfect its executive administration and service, it requires to construct a service-oriented society. Also to build service-oriented society is necessary condition to fulfill the great development of socialist market economy and to build a harmonious society. The release of the concept to build a service oriented society reflects the transfer of government’s ruling idea. The government just put great emphasis on the development of economy previously. Now its focus has transferred to the fulfillment of the comprehensive sustainable development of the society. It also pays more attention to people’s living standard and the public benefit demand. So it reflects the progress of the society and the improvement of government’s governing capacity.The basic-level government is the tie between the central government and the public. It is the key point of government reform. Building a service-oriented society will efficiently reflect the essence, which is the socialist country should pay all attention to serve people. To build a service-oriented society will also set a good image of the government and contribute to building the harmonious society. To build a service-oriented society can establish a connection between superior government and the public. So to build a basic-level service-oriented society holds practical significance.The main features of the service-oriented society is democracy, legal and high efficiency. The public goods which the government supplies with has to concentrate on service and its target is to make the public satisfied. The public is the target whom the government should serves for. While, the government is society’s administrator, protector and even the service provider. The public’s mood is the indicator of government’s work efficiency. Whether the construction of the service-oriented society is successful or not depends on the public’s degree of satisfaction. Headed by Xi Jinping, the new government pays close attention to the public’s benefit. It determines to build a government featured with scientific function, optimized structure, integrity, high efficiency and high public’s degree of satisfaction. And it also releases the idea which is the public’s happiness is its objective of the struggle. From June, 2013, governments at all levels, Party and government organs, enterprises and institutions, etc., positively responded to the party’s call and advocate the Party’s mass line education practice from top to bottom. Adhering to the mass line can make the government to serve the public more effectively and build the serve-oriented society more easily. All party members have to realize self-purification, self-prefect, self-innovation and self-enhancement to avert formalism, bureaucracy, hedonism and luxuries. The Party central committee and all Party members had built a tight connection between the Party and the public through practical actions and achieved the public’s satisfaction and support.So, to build service-oriented society, the Party has to adhere to the mass line start from the grass-roots. And only though that way can the Party realize the tenet of ruling for people. The basic-level government has set a poor image of bureaucracy in the planned economy era. The Party determines to change that poor image. They also need to understand the public’s demand and meet the demand through innovative method. At the same time, the construction of basic-level service-oriented society has to follow the change of economic and social development. So it requires us to adjust measures to local conditions when doing practical work. And then the public would make superior advice to the government to the construction of government.The thesis mainly demonstrates the development and the problems it will bring of the basic-level service-oriented society. The thesis also analyzes the current form of our government and puts forward some suggestion. The basic-level government organs play a connecting role between the preceding and the following, not only it reflects our country’s political change, but also it shows the interaction between our country and society. At present, the construction of basic-level service-oriented society has achieved some progress, but there are some unsatisfactory aspects. So that requires the Party and the government enhance the concept of service people. Only through that can the Party and government stand in the position of the people.There are four parts in the thesis. The first part focuses on the instruction of research background and research meaning. Also there is a review on research method and related materials. The second part mainly demonstrates the theory of the construction of the basic-level service-oriented society. The third part illustrates the current situation of the construction basic-level service-oriented society and the problems it brings about. In this part, the thesis also analyzes the courses of those problems and provide evidence to support the following part which concentrates on the direction of the construction of the service-oriented society. The fourth part introduces the mode of the construction of the service-oriented society and make some suggestions. |
