Research On The Application Of Quantitative Methods Of Policy Evaluation In China

As an important carrier of national management, public policy plays a very important roal in the development of social, political, economic, cultural and other aspects. As a guarantee of the entire policy process, policy evaluation can effectively protect the quality and effectiveness for achieving the goal of the policy. Looking at the domestic scholars thesis related about policy assessment, we can find that they have raised the standards and methods of policy evaluation on every aspects, some scholars have fully aware of the current policy of the specific evaluation criteria is difficult to quantify and have made a number of targeted solutions measures to solve it. This shows that the quantitative methods in policy evaluation has attracted attention and get promotion. However, policy evaluation research methods still the weak link in the scientific development of China’s policies, the use of quantitative method still in a state of relatively scattered, there is no scientific system architecture, which will severely restrict future development of public policy and prevent the advance assessment practice of country-specific policies. For this reason, it is necessary to reflect the status of quantitative methods and make a more in-depth study.Based on the basis of the status quo of research thesis on quantitative methods of analysis on policy evaluation, the thesis committed to explore the application of quantitative methods for policy evaluation. The first part is mainly related to the theory of policy evaluation and quantification methods of the sort, in order to provide a theoretical basis for the subsequent content. The second part of the thesis use software for thesis samples were screened for policy evaluation analysis, policy evaluation research dedicated to the application of quantitative methods in the current problems, the thesis summarizes the specific application of these quantitative methods and their characteristics, the reason for the subsequent attempts to provide reliable empirical analysis support. Then, in the third part mainly analyzes the macro and micro policy assessments outstanding problems exist in quantitative methods applied. Further, in the fourth part, we made a comprehensive analysis of the reasons from all aspects. Finally, considering the problems, we propose a method for optimizing policy evaluation to quantify the application of countermeasures, and thus achieve the effect of optimizing the application of quantitative methods of policy analysis, trying to provide effective guidance for the development of china’s science policy.In the thesis, policy evaluation papers as the main object, from the perspective of quantitative methods, we made a system analysis on it. Currently, quantitative methods for policy evaluation of the application showing a scattered state, and lacking an overall system height discourse, therefore, the study of this thesis has some innovative. In this thesis, based on those papers about policies apply quantitative methods, we actively seek to optimize the strategy of application quantitative methods, so it has a strong practical significance.
