Performance appraisal is also called performance evaluation. It is the top priority of the party and government inhuman resources management. It is to guide the party in the direction of government achievement s. It is not only a major practical problem, but also a major theoretical issue. In recent years, with the continuous progress of the times and development, some of the original the party and the masses work assessment system has not kept up with the trend of the times. It is imminent to make more scientific and innovative audit system. Party Committee Office Department is a representative of the Department of party work, conscientiously implementing the central line of policy and making the internal unity. For deepening of some discuss of party work department performance evaluation development, we hope can give the majority of the work of the party and government personnel some inspiration and discussion.In this paper, we take the J provincial Party Committee Office Department as the research object, based on the theory of performance evaluation, in view of the problems existing in the performance evaluation of J Province, and deepening the analysis of the reasons for the existence of the problem. And this paper reconstructs the performance evaluation system of J provincial Party Committee Office. The specific content includes: firstly, this paper introduces the research background and significance of this paper; To collate and summarize many research results of domestic and foreign related to performance management, J provincial Party committee office department performance appraisal system for the status quo and problems of the existing analysis, which made the improvement and optimization of the program, and application to the reconstruction of the system performance results set security system.In this paper, according to the actual situation of the office of the Party committee of J Province, the performance evaluation system of the Party Committee Office of J province is reconstructed, hoping to effectively mobilize the enthusiasm of the staff, to play their potential ability to improve their level of work, so that the people get the maximum benefit, etc and in order to provide a reference for the performance evaluation of the same organ unit.
