Constantly updated with the new era of knowledge economy and technology development with social progress, the operating mode of the government’s public administration is slowly changing. More and more public services began to realize the importance of knowledge and technology, as an important traffic police department of public management organization for the development of society plays an important role. Can also be said to be one of the cornerstones of the promotion of social development. After the Third Plenary Session of the Party’s eighteen reform our government agencies pointed out the direction and principles, public services have different characteristics, therefore, according to the characteristics of their own self-improvement sector and reform, especially the traffic police With the rapid development of China’s department of social and economic improvement of people’s living standards and civil society awareness, enforcement and service traffic police departments require more rigorous and "harsh", so only constant innovation to meet the demands of the times, promote the development of the productive forces to maintain its advanced nature to management functions, and social progress. The traffic police department for the management of innovation is one of the hottest social issues visible today.The main research work is as follows:(1) Through research, content analysis of public security traffic management department personnel-in addition to the basic content of their work, but contains a lot of temporary tasks, which can be included in the scope of project management, but there are already measures of assessment can not be optimally measure individual contributions. This requires scientific and reasonable performance evaluation mechanism to stimulate the sense of responsibility to shape each participating police officers, enterprising spirit.(2) The establishment of project evaluation and incentives, scientific and reasonable measure of the value of individual contributions, encouraging innovative methods of work of police officers, police staff have been encouraged to learn to guide them better, faster and adapt to the rapid changes in modern society, and law enforcement infrastructure and the environment.(3) Construction of the C District road traffic safety management satisfaction questionnaire, to reflect whether the traffic police under the new assessment system has been inspired, to provide a better service, so as to verify the effectiveness of the new performance assessment. Randomly selected part of the police, the investigation of their satisfaction with the new assessment system, the survey results show that they are more satisfied with the new assessment system.Therefore, this article will performance management methods and theories of project management theory, the introduction of traffic police in the public sector as the public sector reform for the methods and perspectives, but also a bold attempt to explain the project management of the performance appraisal for the applicability and importance of the traffic police.
