A Study On The Way To Construction Of Clean And Honest Government In Contemporary China

For the government, only a clean office and a heart for its people can it get the support and recognition of the masses. Under the leadership of the Communist Party of China, the people’s government must take the proletariat as the class foundation, work actively, improve the administrative efficiency and build a clean government. For the country, whether the government is clean is not only closely related to the rise and fall of the future national development, but also affects the people of our country’s most fundamental interests, which is the inevitable requirement of building a socialist harmonious society.Anti-corruption work is a long-term and arduous task, and it is a must to carry out strict sanctions against corruption and corrupt officials in legal punishment. This is the mission that every country has to accomplish. Since the founding of the People’s Republic of China 60 years ago, China has always insisted on anti-corruption work, adhered to the leadership of the Communist Party of China. According to the anti-corruption work and the development of clean government, the relevant laws and administrative regulations have been made. In the face of the grim situation of anti-corruption, our government complied with the public opinion and make a series of anti-corruption measures. However, there are still many problems and shortcomings in the process of building a clean government. In the process of socialist modernization construction, the problem of corruption has a negative effect on the development of the country and social progress. It also affects the stability of society and people’s life. Therefore, it is urgent to find a more scientific and correct way to strengthen the construction of our country’s honest government.From anti-corruption and the cultivation of clean government aspects, this paper will analyze the problems exposed in the process of building a clean government, and put forward some suggestions and measures. Therefore, the targeted suggestions have practical meanings, so as to provide a theoretical basis and reference for the anti-corruption work and honest government construction in China. Apart from the introduction and conclusion, this paper is divided into five parts:The first part is mainly about the related concept of clean and honest government, the main contributing factors, the related theoretical basis and a explanation of the necessity of the clean government construction.Initially, this paper will give a resolution of the word “honesty” and further clarify the concept of a clean government.Next,it describes the clean government and politics, and showed the relationship between service government, responsible government and law government. Finally the urgency and importance of building a clean government has been detailed analyzed and the importance of building a clean government is pointed out.The second part is about the summary of related theories of clean government and a detailed introduction of the Marx’s ideas and the relevant contents of the party’s integrity.The third part summarizes the achievements of clean government construction, and analyzes the problems in the construction of clean and honest government. This part first to summarized the achievements of clean construction since the founding of the People’s Republic of China and then puts forward the problems in this process, in order to find out the focus point, laying a foundation for promoting the construction of clean and honest government.The fourth part is an introduction about the current countries where the development of honest government is quite outstanding,taking Finland,Swedish and Singapore as a typical representative.This paper summarizes and absorbs experience for the construction of clean government, which provides a theoretical and realistic basis for the later study.The fifth part analyses problems encountered in the construction of a clean and analysis, and further proposes an effective way of building a clean government. The first step is to improve relevant laws and regulations continuously and secondly is to promote the building of civil servants and government affairs system.Thirdly is to build a scientific power operating mechanism. Next is to encourage people to participate in the management of public affairs, and improve the independence of anti-corruption agencies, training good political culture.The fifth part of the process of building a clean government in the process of the problems exposed, and put forward the corresponding solutions. One is to continuously improve the relevant laws and regulations, the two is to strengthen the construction of clean government system, the three is to build a scientific power operating mechanism, and the last is to encourage people to participate in the management of public affairs, and improve the independence of anti-corruption agencies, training good political culture.This paper analyzes the problems existing in the construction of clean government in China and analyzes its causes, combined with the experience of our country’s previous anti-corruption experience and foreign countries’ experience in building a clean government. In the modern government governance and developmental process, the construction of a clean government has become an irresistible trend and new value orientation. And this new concept of value is due to the new era of socialist construction and social development of the anti-corruption situation. The construction of a clean government could provide a good atmosphere of socialist harmonious society. We have a firm belief in the future that our country will be perfect for the construction of a clean government, and form a good supervision mechanism. In the future, the goal of the construction of a clean government in China will be achieved, and the work of the administrative staff will be standardized.
