A Study On Township Governance Under The New Normal

With the further promotion of the national system transition and the economic structure transition, especially the implementation about strategic layout of “five in one”, China’s economy has entered a period of “new normal”. As a long period of macroeconomic development environment in the future, the new normal not merely puts forward new requirements on the construction of national governance systems and governance capacity, but also produces many new changes and requirements towards the township governance. Therefore, the study of township governance under the new normal has realistic necessity and urgency, and as the content, manner and value pursuit of township governance between the new normal and traditional ones are quite different, which shape this essay’s problem awareness. So this study hopes that by the means of strengthen the social oriented of government task, promote the “green” process of ecological construction and “Internet+” technology can give a response to the requirements of the new normal, and then enhance the level of township governance finally.Township, which is directly facing the vast rural society, is in the lowest level of China’s administrative system, but it takes lots of the major tasks of reform in the field of micro-governance under the new normal. So in a manner of speaking, township governance is a key point of grass-roots governance system, which has been proved by practice that stable foundation can leads to the global stability. Under the new normal, the township governance has changed a lot, which will lay more emphasis on the long-term interests, in the past, for the sake of driving the economy, many participants including government, society, enterprises and the public preferred to the over-dependence on investment and elements. While nowadays, for seeking a great economic and social transformation, which can benefit a wider rang of people from the fruits of development and promote the well-being of people’s livelihood, they turn into innovation-driven to add vigor and momentum to the market and pay more attention to the people’s livelihood construction and ecological construction by feat of informatization and legalization. So this is a great project about remodeling of the political ecosystem, which includes the connotations of harmony, stabilization, eutaxy and fair. Finally it will be a process to achieve the goal about the society which means building a more advanced economy, a clearer and brighter politics, more just society, more flourished culture and better ecological.By the theory of governance, good governance and governing local public economics, combined with the data of some townships in Zhejiang Province, the township governance under the new normal is facing a series of problems. First of all, the industrial growth is slowing down, the growth of fiscal revenues is weak, while rigidity expenditure is increasing, and township debt risk is expanding. Secondly, low efficiency in factor supply and resource allocation, illogicality in industrial structure and deficiency of the industrial competitiveness. Thirdly, as more and more people start to focus on their own rights and interests, the right consciousness and environmental awareness is becoming a strengthen trend unprecedented. Additionally, the emergence of Not-In-My-Back-Yard(NIMBY) in the project recommend leads the conflict between cadres and masses to continuously upgrade. What’s more, the corruption problem of township government and society is becoming dominant, and the procedural legality of policy implementation is insufficient; besides, the ecological problem is also becoming dominant, for instance, the ceiling effect of environmental treatment has arisen and so on. The reasons are as follows: above all, the evaluation mechanism under the extensive mode of economic growth which is based on GDP does not correspond with the goal of new normal; then, the development of ecological forced is becoming more dominant because of the soaring appeals of environmental protection; newly, the transformation of government function and the adjustment of reform are inefficient, apparently the number game is already obsolete; fourthly, centralized government reform has forced and magnified the township cadres’ psychological that the official is not easy; last but not least, the demographic dividend is gradually fading because of the insufficient development of township.According to the above analysis, concerning the new environment and situation, township governance should reconsider the usual concept positively. There are some ways to improve it: firstly, strengthen the social orientation, in order to improve the efficiency of the township governance, and strive to grasp the development trend of the new economic normality, such as guiding government task-oriented changes from economic to social, driving it to realize the transition from omnipotent ones to limited responsibility ones, cultivating the legal thinking and creating an environment of faith in law, and so on. Secondly, make full use of the “Internet+” to improve the development of rural informatization. On the one hand, combine “Internet+” with industry to push forward the new development of economy; on the other hand, seek more transparent and more efficient public service with the help of development of information technology and improvement of service system. Thirdly, encourage and guide the private capital investments in social construction to enriching the financing channels. It means that government should use policy support to raise enthusiasm of private capital’s investments, and cut down the market access threshold to broaden its areas, such as infrastructure, business service, characteristic tour, and so on. Eliminating the artificial subjective factors to break the government-oriented mode in the past, and contributing the structure of pluralistic competition to create an as much loose market atmosphere as possible for the investment of private capital, and meanwhile, the cost of it must be reduced. Fourthly, insist on the green development of ecological construction to foster new impetus for economic development. In recent years, the soaring appeals of environmental protection reminds us that ecological governance can’t be ruled alone, but needs to be ruled multiple-pronged in the following days.Therefore, according to the above thinking, through the logic of “put forward questions- analysis problems – solve matters”, the research will be divided into six sections. It insists that the current problems of township governance dues to the grass-roots society changes urgently with the flow to achieve its goal while facing with the new situations of economic and social development. Through clarifying these issues, this essay hopes to provide a theoretical guidance and policy frame for the plagued officials under the new normal.
