Analysis On China’s Government Deregulation Performance

Government regulation used to promote the economic development for a period of time, however, as the regulatory scope expanded, government failure comes out to the other extreme. To solve this problem, western countries take the lead in the deregulating reform movement, which have achieved good performance. Since reform and opening up, China also gradually join the movement, deregulation mainly embodied in the reform of administrative examination and approval. Since 2001,both the central and local governments have been decentralized, cancelled or adjusted the administrative approval rights on a large scale for several times. People always have high hopes for the reform of administrative examination and approval that it can bring us a "the best government of ruling the least". However, despite the obvious achievements have been made, many problems still exist, which is far away from the people’s satisfaction yet.From the perspective of government performance evaluation, this study choose the reform of exploration rights approval as breakthrough point, by studying the exploration rights regulation’s policy documents in the central and Guizhou province since reform and opening and taking the method of quantitative assignment on the policy documents, the study tries to clarify the central and provincial government deregulation trend in the field of mineral exploration right and the reform targets consistency issues of the two levels of government. The study found that:on the basis of the types of regulation policy, relaxing regulation policy in China has not yet to risen to the height of the administrative regulations; from regulation curve’s evolution characteristics, the central level of regulation becomes weak after the first strong period, but repeated a lot, Guizhou province’s regulation is more volatile, Through the contrast of the central and provincial regulation curve evolution trend, the study found that provincial regulation is more strong over the central regulation, proving that the consistency is just a "false", behind which is the fracture of relaxing regulation targets’ joint. According to these phenomena, we can draw some conclusions: reform policy lacks stability, lacking motivation in reform, the provincial level power’s intercept; the country’s weakening control over local government. Therefore, we should relax regulation and improve performance from the following aspects:strengthening policy evaluation, increase the reform power, reshape the entrust-agent relationship, strengthen the supervision of local government deregulation, adapt more economic means to solve the problems in the reform of administrative examination and approval.
