Research On Mechanism Of BGVA Undertaking Public Service By The Angle Of Collaborative Governance

Social organizations have shown the potential to share the public service supply function from government with the increasing of the number of social organizations development in our country.The cooperation between the government and social organization gradually exposes many shortcomings and problems,such as social organizations must bearing the fate of "dual control", laws and regulations is not perfect which is related social organizations,the old social organization system has been unable to adapt to the development of the Times and social organization internal mechanism is not standard and so on.Social organization is the emerging force of social development in our country and the major force of social and public services,which development and influence cannot be ignored.Social organizations is an irreplaceable part in social management and public service provision.The above these problems hinder the development of social organizations in our country.How to establish a modern system of social organization and a healthy and effective mechanism of social organizations undertaking public service is a worth studying further.It is conducive to social organizations providing better public services to the public, also conducive to the government solving the problem of social affairs in the process of providing public services to establish an effective guarantee mechanism. Suggestions and countermeasures are put forward of this paper put forward the proposal from three latitude, the government, social organizations and citizens in the process of the establishment of a social organization to undertake public service based on the theory of collaborative governance.The government first need to attach importance to social organizations in the role of the public service and changie the old idea.Then, the government have to make more preferential policies to support and guide the development of social organizations.Social organizations itself ought to standardize internal institutions of governance and improve the quality of the provision of public services and the level of specialization.Citizens have to enhance their self consciousness of democracy and participate actively in public policy and management of social affairs in order to build a more harmonious society.Using the theory of cooperative governance to study social organizations undertaking public services is a theoretical innovation in this paper.It brings a new way of thinking for social organization governance. Secondly, Analysing the predicament and reason for the organizational development from the research object BGVA to find the ways to solve the problems.The organization must improve its internal governance,broaden the sources of funding and introduce talents to improve the provision of public services of professional level.Finally,the organization have to strengthen the exchanges and cooperation with international organizations.It has a certain practical significance, providing a reference for the development of other organizations.
