On The Perfection Of The Legal System Of Villagers’ Self Governance Under The Mode Of Deliberative Democracy

The villager autonomy is regarded as an alternative system of the people’s commune system. It is an innovative measure of the rural governance mode. The birth of this system has injected new vitality into the development of the rural society. Since the issue of 111 st provisions on the system of villager autonomy from the Constitution of the People’s Republic of China promulgated from 1982 and Organizational Law of Villagers Committee (trail promulgation). After the development of 30 years, the villagers’ self governance has shown great vitality, and has become the basic model of rural governance in China. With the in-depth development of the socialist market economy, the rural society appear new problems, new contradiction, the villager autonomy system into the bottleneck stage of development, how to stimulate the vitality of the villager autonomy system is a problem need to be solved at present. In recent years, deliberative democracy is to explore a new way to achieve the democracy at the grassroots level, to the features and advantages of the grassroots deliberative democracy, to achieve mutual promotion with the villager autonomy system and common development has important theoretical significance and practical value to further improve the legal system of villagers autonomy. This article was get the information from the Inner Mongolia Autonomous Region research, with the reference to other provinces, regions of the rural governance practice experience, explore and improve the Inner Mongolia Autonomous Region Model of deliberative democracy under the villagers autonomous legal system, rural and pastoral area of Inner Mongolia to achieve sustained, steady and healthy development, for building a moderately prosperous society and lay a solid social foundation.
