Study On The Causes Of Serious And Major Road Traffic Accident

Road traffic accident brings to serious casualties and economic losses every year. Our country has taken some measures to strengthen road safety management in recent years, and traffic safety situation changed better than before. But it seems that the effect of existing traffic safety management strategy is still limited. For example, the number of death in a traffic accident whose death toll is over 10 did not obviously decline. The situation that serious and major road traffic accidents often occur still exists. Improvement of road traffic safety conditions need careful analysis of the accident reason so that we can find the focus of safety management. Based on this, the paper makes a research on cause factors of serious and major road traffic accidents and the road traffic safety management situation in our country.As Heinrich rule pointed out, the reasons hiding behind the no-injury accidents are almost the same as serious injury accident. So the paper uses accidents whose death toll is over 10 in our country from 2007 to 2015 as research object and analyzes the main causes of serious and major traffic accidents. Firstly, the paper extracts some factors can cause accident after describing the characteristics of the serious and major accidents. Then, this paper constructs a fault model of serious and major accidents and finds out the main cause of serious and major accidents with quantitative analysis in fault tree analysis. Results show that the main causes of serious and major traffic accident include driver factors such as (1) taking up the other lanes;(2) other improper operation; (3) improper emergency measures;(4) overspeed;(5) overload;(6) illegal behavior in advance and non-driver factors such as (1) the linear bad roads;(2) low visibility;(3) interference and (4) the vehicle fault.When ascertained the main causes of serious and major accidents, the paper combs the management system of operating vehicles, which is the main vehicles causing serious and major traffic accidents. After that, the paper analyzes management causes behind the main causing factors of serious and major accidents based on the two accident cases. We find that, road traffic safety management system in our country is relatively perfect, but there are some problems such as(1) the supervision of road transport operators is not enough;(2) information sharing mechanism of road traffic safety management needs to be improved;(3)the management department has poor governmental executive ability. Finally, this paper puts forward some measures to reduce the occurrence of serious and major accidents and improve the quality of road traffic safety management in our country. The road traffic safety management departments need to strengthen the source management to road transportation enterprise. Relative management departments need to improve road traffic safety management information sharing platform. The road traffic safety management departments also need to improve executive abilities. Mobilize social forces to participate in road traffic safety management is also needed. The innovation of this article is to reveal the main causes of serious and major road traffic accident. And it connects main cause analysis with management factors analysis effectively. This paper has theoretical and practical significance. Theoretically, it enriches the content of traffic safety research by using the fault tree analysis to serious and major traffic accidents. Realistically, the strategies proposed by this paper can help to reduce serious and major traffic accidents and help to build a social atmosphere away from road traffic injuries.
