Research On Practical Of Government Purchase Of Social Work Services On The Urban Basic-level Governance

In recent years, the government purchase of social work services have been gradually warming, and achieved good results in the fields of health care, community correction and disimprisonment. Many urban grass-roots governments have also introduced social work service, and make social worker organizations become the main body of the grass-roots social governance, in order to form a diversified social governance pattern, mobilize the staff motivation, and improve the level of public service as well as local governance. But it needs to study in practice for the urban grass-roots government what should be involved,what are the operation condition and problems, and how to operate better in the governance with social organizations and public. By the way of promoting step by step,Youth park Sub-district Office Huaiyin District Jinan introduced the mass force and social organization participating in the grass-roots social governance, and achieved some results,which is an effective case of studying the government purchase social work service in the urban grass- roots government social governance. Taking the case of Youth park Sub-district Office Huaiyin District Jinan, this paper intends to know the understanding and evaluation of the groups, like the street office staff, the neighborhood committee staff,full-time workers, the grid members and the residents, to the government purchase of social work services participating in urban grass-roots social governance by the methods of theoretical analysis, questionnaire survey, individual interviews, in order to put forward policy suggestion and measurement, to make social organizations play a greater role in urban social governance.This study is divided into five chapters. The first chapter is the introduction, which mainly describes the background and significance of the topic, selects the appropriate research methods on the basis of literature review, and defines the ideas and content of the research. The second chapter is concept definition and theoretical basis, which clarify the concept like government purchase of the social services, social work and social work service, social organization and social work organizations, governance and social governance, local governance and urban grass-roots social governance, and analysesgovernment purchase of social work services participating in urban grass-roots social governance from the theory of limited government and public goods in the perspective of theoretical research. The third chapter introduces the basic situation of the case, which describes the practice of social governance and the purchase of social services participating in urban grass-roots social governance. The fourth chapter is the survey design and analysis, which is the questionnaire survey and individual interviews, and analyses and discusses the results of the survey. The fifth chapter is the conclusion part, which summarizes the main problems and puts forward the policy recommendations for reference.
