In recent years, with the continuous development of mobile Internet technology, the emerging industry which rely on the Internet information technology constantly produce. They facilitate people’s lives.Since early 2013, taxi-hailing apps enter the taxi market.lt sweeping the country quckly,since it appears. However, despite taxi-hailing app has changed the way people travel and has brought convenience, It has generated a lot of problems that can not be ignored. For example, taxi-hailing app is unfair to the people who don’t use it and the driver increase the price will damage the interests of customers. Based on these considerations, Local governments has issued many regulations to regulate the market. But their regulatory measures are not the same. So taxi-hailing app that walk on the edge of the law is not clear in legal nature.In October 2015, the Ministry of Transport announced the "Guiding Opinions on Deepening the Reform to further promote the healthy development of the taxi industry" and "Interim Measures in service of booking-taxi operatoration".they all affirmed the legitimacy of the taxi-hailing apps and make a unified guidance to the booking-taxi market.but, since they caused much controversy,they have not been promulgated. So there is no national laws that regulation booking-taxi market, on the other hand,although local governments has taken over some regulatory measures to supervision the booking-taxi maket, There are many problems on legality and rationality.the problem will not only impede progress of taxi-hailing apps but also harm the "Internet+" innovation and integration into other fields.From macro point of view,the market is not conducive to progress. In this article, I use normative analysis and comparative analysis research method to make a detailed analysis about the regulatory model of taxi-hailing apps in our country.I attempt to find the way to regulate taxi-hailing apps which is suitable for the situation of our country.In addition to the introduction and conclusion,this article consists of five parts:The first part introduces the development status of the taxi-hailing apps and their existing realistic features and risks, besides in this part I also analyze the need for government regulation on taxi-hailing apps. The second part give a introduction of the regulatory model on taxi-hailing apps. I introduce the two different service modes of taxi-hailing apps respectively. The third part introduces the four countries’ regulation mode of taxi-hailing apps, and summarizes three points thay will help improve our regulatory system. The fourth part summarizes four existing disadvantages of the government regulations on taxi-hailing apps through the analysis of the existing regulatory model of most government. The fifth part put forward five proposals on how to regulate the taxi-hailing apps.
