The Plight Of Government Environmental Governance And Countermeasures Research

With the continuous development of the global economy, the continuous deepening of industrialization, air pollution, water pollution, soil pollution and other environmental issues have become increasingly prominent, and become an important factor in economic development. Therefore, the government environmental governance has gradually become an important aspect of national development. The environmental governance is a system engineering, with operation mechanism complex, involving a wide range of features, is a government, the public and the enterprises participate in a common project needs. The ultimate aim is to seek long-term and overall interests, building a harmonious society. But at present,government environmental governance in China has not achieved the desired effect,environmental status has not been thoroughly improved, environmental governance still exist various problems, mainly is market failure, government failure and socially inefficient. The government failure as environmental predicament, on-the-job rights division and environmental policy implementation, official assessment mechanism and political incentive structure, tax sharing system and economic incentive structure,local governments and enterprises between the interests of the alliance, the environmental protection agency policy executive ability and its alienation, there are fundamental problems. Causes of the plight of environmental governance, is elaborated from five aspects the: the lack of the concept of ecological civilization,economic targets of government for the assessment system of leading misconduct, the responsibility of government in environmental administrative held ineffective,marginalization of environmental protection department of the government,intergovernmental multi center cooperative governance mechanism construction has not. Corresponding to these problems, this paper puts forward the corresponding policies and measures, strengthen ecological civilization concept, the implementation of circular economy, the establishment of assessment system of green GDP, enhance independence of the environmental protection department of the government, perfect the market mechanism in the supply of environmental services construct multi center cooperation governance mechanism.It is not only theoretical significance but also practical significance to put forward the corresponding innovative measures on the basis of the analysis of the specific problems and reasons.
