At early foundation of new China, China’s communist party led the people to build and govern the country, opening up the transformation from arbitrary domination to democracy. It integrates various social resources by launching large-scale top-down political movements. Economically, Communist Party launched agrarian revolution to recover the economy; politically, rectification campaign of movement is needed to pure the party’s construction; socially, movements of anti-drugs and anti-illiteracy and patriotic convention were widely developed. These movements were generally launched by the concerned authority, from top to bottom, which followed a specific pattern. They had a distinct political nature and overlapping. Mode of this campaign-governance was the practice of Mao’s great democracy.Based on the background, this essay picks up representative cases on movements of economy, politic, thought and social governance. It aims to analyze its mode and features. Campaign-style governance at early China grew up in the background of specific history and reality. It played quite a significant role in these ways such as integrating country resource, enhancing the legitimacy of the communist party and improving the quality of citizens. However, it also brought negative effects in damaging political ethics, mixing up party and government. Besides, it was responsible for the Cultural Revolution. Generally Speaking, after thorough analysis and introspection of campaign-style governance, it is necessary and important to realize the modernization of national governance systems and governance capacity. Research on campaign-style can provide reference to modern management.
