Research On The Local Government Functions For Enterprises-service In The Transition Period

To establish a service type government! is the main direction of transformation of governmental functions in China. In the period of economic transition time, the government and enterprises should keep close cooperation. The paper takes Suzhou Industrial Park as a case, analyzed the local governmental functions using the functions of the government center of gravity displacement theory, new public service theory and service-oriented government theory through literature research, comparison and observation method in the time background of economic transition. The paper put out four major problems of government service including: the unclear government role position; the offside, malposition and absence of government service; the unreasonable government tools. The paper analyzes the reasons for these problems: the current unreasonable performance evaluation system, the enterprises rely too much on the government and the lack of legal environment. And, put forward the improvement and solutions from the aspects of legal environment, market mechanism, performance evaluation system, government role, government functions and tools. In addition, the paper puts forward a new point of view that establishes a regional small industrial park.
