Our party put forward to guarding essential interests of the masses and enhancing vitality of socioeconomic development in the 18 th Third Plenary Session, and made clear the idea of Party committee leading, government guiding, and society participating. Recently, the central government introduced documents to make clear the role of social associations such as Women’s Federation in political guidance, demonstrative boosting and support services, to use service to propel accord development of social organization, enable good interaction between government governing and masses autonomy, make main governing bodies cooperate and coordinate, thereby forming join forces.Children custody is one of important functions of Women’s Federation. In 2011,Guangdong Women’s Federation initiated "Children friendly community" in an effort to stimulate community vitality and improve community’s capacity of serving the children.However in practice, indistinct positioning of the organization and inflexible operation mechanism and so on caused insufficient joining of social children-serving organizations,leading to limited exertion of the function of "Children friendly community". To expedite reform and build a hub-type organization serve as both an important measure to exert the function of protecting children by Women’s Federation and an inevitable choice to adapt to innovation of social governance.The construction of "Children friendly community" in Yunfu reveals Women’s Federation’s weaknesses of limited capacity of integrating resources, insufficient representativeness and weak exclusiveness, which forms big gap from a hub-type social organization. The reasons are mainly: indistinct work idea, bad organization structuring,irrational work positioning and unscientific working method.To cope, against the background of social governance innovation, the paper takes theoretical angle of organization and organization reform, suggests countermeasures for Women’s Federation shifting to a hub-type social organization and strengthen the protection of children: 1. make clear the reform direction of party leadership, organization reform innovation and enhancing vitality;2. make clear the trend of social organization, working mechanism, new-style interaction and selection of working method idea; 3.provide platformsupport for social organization in the field of children;rationalize the working relationship to form a child protection force;grasp the children’s brands to enhance Women’s Federation’s role as a bridge.
