Smart Government Information Resource Sharing System Development Research

Smart government is one of the developing orientation of government administration and a result of the development of information communication technology. The establishment of smart government information resource sharing system is beneficial to further sharing of information resource, which is aimed at breaking the barrier wittingly or unwittingly provided by some certain departments of government, eliminating present situation of stripe-and-block partition of government’s social governance, decreasing administrative cost of social governance, increasing governance level of government, and benefiting social mass.Firstly the paper analyzed the main reason of lack of government information resource sharing presently in China. It is considered that there are still certain improve and reform space on level of information resource sharing technology and the present institution; secondly, the paper, based on its position and prime construction scheme, analyzed the government information resource sharing system and foreshadowed the theory design of the system, using engineering thinking from the perspective of feasibility analyze and requirement analyze; finally, the paper analyzed deeply the whole information resource sharing system.The paper based on modernized intelligent technology and combined with our national conditions, adopts literature research method, comparative analysis, and case analysis, etc. to research smart government information resource sharing system. First of all, it is combined with large data theory, open government theory, and knowledge management theory to provide theoretical support for the establishment of smart government information resource sharing system, Once more, the paper indicated the necessary of its construction through the advantage compared to traditional information resource sharing system, and designed the system. Finally, the paper analyzed the examples of smart government information resource sharing system construction, and pointed out the existing main problems and provided improvement suggestions.
