Research On Information Disclosure In Public Crisis

When we face the different kinds of fatal public crises, such as natural disasters, large accidents, epidemic situation, our government should take prompt and appropriate action to disclose information because the official information is necessary for people to be ration and make right decision. It is necessary for government to do crisis management. In this paper, In accordance with the practical theory, author tries to make a full analysis on the two issues-public crisis management and government information disclosure. The cited cases in this article are representative. Huizhou MERS event is a typical public health crisis. Since the government made good use of different ways of information disclosure to timely release crisis information and it avoided the escalation of the crisis. Bolo waste incineration event is an extremely sensitive environmental issue. The government did not handle the information disclosure properly and lost the dominant position in opinion guiding, eventually led to the outbreak of mass incident. Through the analysis of these two cases, MERS events analyzed information from public sources in crisis management operations, while Bolo event unfold from the perspective of public opinion guidance. The paper also describe the situation and problem of public information disclosure when our local government handling the public crisis, and points out the reasons as well. At the same time, the experience of developed countries is referenced. Then the solution is proposed. Nowadays, since the public crises happen again and again, precautions should be taken. The capabilities of the public crisis management should be strengthen. Because of the close relationship between government information disclosure and public crisis management, the degree and quickness of the government information disclosure has a direct influence on the whole process of public crisis management. In short, the fulfillment of the government information disclosure is the key to solve the public crisis, and also the need to create the open and transparent government.
