Performance management related concept into the management of public institutions of our country in recent years, has achieved some success, but some problems also appeared, inevitably affected units in the development process of the benign operation. Especially the performance of the construction of communication, lack of national culture integration, so that the water, people upset its phenomenon is not alone. The author participated in the creative practice of humanistic performance communication based on human communication and consulting a large number of literature data, through research and analysis, recognize that if the Chinese excellent management of people-oriented is introduced into the performance of communication management, and in the whole process of performance management, actively implement the human-oriented communication, so, the performance management of our country institution reform by the performance of the communication bottleneck, will be able to obtain effective relief.In this paper, from the Angle of humanistic communication business unit performance management study, is performance management theory, the research background, research status at home and abroad, and elaborates the related concepts, systematically studied the human communication and the relevant concepts and characteristics of performance management, relationship and basic present situation, and in the case of wuhan central meteorological observatory, the business entity of performance management in the communication practice and innovation has carried on the detailed introduction and case analysis, on the humanistic communication as a bold innovation, pay attention to the professional knowledge in the process of protection of the rights and interests of groups of respect, training, personal growth, and fine management. Noticed that one of the advantages and disadvantages, this paper ideas to build the humanistic communication performance management evaluation system and humanistic communication performance evaluation of the interaction between the two. This article also combined with some common problems of business unit performance management in our country, close to the practice of enterprises, focus on improving and perfecting the innovation performance management method, the process of refining the humanistic communication to achieve the overall planning, hierarchical design, organic link, the requirement of the propulsion system. Innovation of humanistic performance communication will be in our country institution play an important role in performance management. This paper introduced the relevant summary, finally this research in the prospect of research in the direction of further research are put forward.
