Research On The Local Government Performance Evaluation Under In View Of The New Urbanization

New urbanization construction is the significant strategic deployment for building a prosperous and powerful country and national rejuvenation. It also is the key step to reconstruct society’s development, to stimulate domestic demand and to develop harmonious society. New urbanization construction demands that substantially improve the quality and benefit of urbanization construction, adhere to the philosophy of people-oriented, comprehensive, balanced and sustainable development, is characterized by improving people’s well being, balancing urban-rural development, intensive and economical, ecological and livable, develop harmoniously, is propelled by new industrialization, commercialization, information and agricultural modernization, abide by principle of overall consideration, social equity and justice. It aims to promote modernization, clustering, ecological construction and urbanization of town and pursue the construction of socialism with Chinese characteristics, which is planning scientifically, low carbon and ecological, intensive and effective, fully functional, environmentally-friendly, harmonious, common prosperity, and in which cities and towns correspond develops together. New urbanization construction and government performance evaluation are relevant and complementary. New urbanization construction is based on government’s management and service. It is significant to perfect government’s running ability, improve government management performance for promoting urbanization construction. So it is essential to analyze local government performance evaluation in the view of new urbanization construction.Firstly, in the view of new urbanization construction, the paper consults theories and practices of government performance evaluation at home and abroad, and analyzes the present situation, problems and reasons of local government performance evaluation. And constructs local government performance evaluation, combined the essential connotation of new urbanization and responsible government. Secondly, consulting the procedure, framework and models of performance evaluation system, this paper designs a new local government performance evaluation index system from eight aspects, which are performance, motivation, cost, quality, equality, ecology, management and harmony. The system includes 8 first class evaluation indexes,24 second class evaluation indexes and 125 third class indexes, in the view of new urbanization construction, combined the characteristics, principles of performance evaluation system and the demands from new urbanization construction to government behavior. Lastly, the paper explores the executive plan and strategy of local government performance evaluation system in the view of new urbanization, and takes H town in N city as an example to carry out practical confirmation, thereby gets the practicability and results of executive plan.Local government performance evaluation system under new urbanization construction, which is discussed, analyzed and constructed in this paper, needs further development and perfection. The writer hopes contribute to new urbanization construction and responsible government construction with the evaluation system, and establishes our country as an equal, low-carbon, ecological, harmonious and intellectual country.
