Information Isolated Island Problem Analysis

Starting in the 1980 s, the concept of information highway for the development of the information revolution, the e-government is one of the products of the information revolution in the political realm, also became one of the top research questions in academic circles.In this wave of e-government development, electron government affairs have achieved fairly good results in china. From top to basic, many governments have established a government website, provide many online-services, and provide great convenience for citizens and organizations. In addition, the construction of e-government effectively improved the administrative efficiency, save a lot of administrative costs, enhance the transparency of the government, and improve the condition of information asymmetry between government and citizen. However, because of the political system organization structure, lack of standardization and vested interests,Can’t lead to the e-government information resources sharing, and creating the phenomenon of isolated information island. And the isolated information island make the government under the theory of new public management, governance change by obstacles, also hindered the development of political theory and political practice, and make the development of the society remain stagnant.In this paper, using literature analysis, qualitative analysis, the analysis methods of induction, system analysis method, the new public management, governance theory, multiple perspectives, such as information technology, sums up the achievements gained by the e-government construction in China, this paper expounds the present situation and progress of e-government information resources sharing, analyses the obstacles of information islands, to draw lessons from Europe and the United States, Japan and South Korea and other developed countries in the field of e-government affairs experience and case, finally the full range of targeted puts forward to establish the electronic government affairs management institutions, to set up the standardization system, to set up the perfect legal laws and regulations, establishing the mechanism of benefit sharing and from the technical view to solve the problem, and a series of solutions.
