The Historical Logic Of The Cultural Governance

This paper has maken the cultural governance as the object of study. Through observing the transform of social structure, which is the basic conditions, and cultural policy, I have summarized three types of cultural governance, cultural government, cultural governmentality cultural governance. So the historical evolution logic of cultural governance is here. This study has considerated social control, social management, cultural management, which involved the field of political science, sociology, administration, cultural studies and other disciplines. This is an explored study to attempt to further reveal culture as kinds of social governance means the possibility and feasibility.This paper refers that for China, before the reform and opening up, cultural government is obvious. Under cultural government, the society has been annihilated in the state. Society and state had the height same structure. At the same time, the cultural policy appeared national discourse. By comparative analysis, we could found that state was the single governance body and power center. The governance effect was so poor.This paper refers that for China, during the reform and opening up and new century, cultural governmentality is obvious. Under the cultural governmentality, the economic organizations appeared quickly. Society has a whole adhere to the economic nationalism. The separation of state and society is obvious. At the same time, the cultural policy appeared market discourse. By comparative analysis, we could found that state was not the single governance body and power center. A lot of economic organizations began to influence cultural policy. The governance effect became higher.This paper also refers that, since new century, cultural governance is obvious. Under cultural governance, civil society has quickly developed. The state and society stated to infiltrate each other. At the same time, the cultural policy appeared civil discourse. By comparative analysis, we could found that the government, social organizations, enterprises constitute multi-agent situation in the governance body. In the field of power relations, multi-center is the obvious characterization. The governance effect is so good.Finally, the paper also analyzes the evolution of logic of concept of cultural. By the stage of cultural governance fragment as the unit of analysis, I analysis three different historical stages of social structure and cultural policy in the cultural government, cultural governmentality and cultural governance. Firstly, the social structure is the based one which through the setting the relationship between the state and society to adjust the allocation of resources. It is the basis of factors. Secondly, the cultural governance needs to be manifested through cultural policies. Thirdly, the characteristics of cultural governance could generalize the governance body, power relations and governance effect.
