The home returning for innovative career development of high-level talents fromoverseas has a significant impact on domestic improvement of technology and management,breakthroughs for innovation, and economic restructuring etc. Introduction of high-leveloverseas talents implementation has become a strategy of great importance. Public policieshave thus been introduced by local government at all levels to attract this high-level overseastalent pool.The State Council officially approving the Guangzhou Nansha District DevelopmentPlan in September2012signifies that the Nansha District has succeeded the ShanghaiPudong New District and Tianjin Binhai New District to become another new district at anational level in prominent economical engine area. As a first as well as a strategic resource,talents play an absolute leading role to prompt economic and social development. As for theconstruction of Nansha District, in order to achieve the historical mission to construct ‘thecommon home of the Chinese nation’, to build ‘comprehensive cooperation demonstrationzone among Guangdong, Hong Kong and Macau’, to establish a full embody of afuture-oriented, comprehensive advantageous, modern and ideal new city featuring ‘the newGuangzhou, Hong Kong, and Singapore’, it is imperative to introduce a large number ofhigh-level talents, especially those overseas talents with high quality, ability, and widevision.In this paper, the two factors theory from motivation theory in human capital theory has beenadopted as a dominant theory framework to research in the Guangzhou Nansha Districtintroduction of overseas high-level talents in practice and theory. It is beneficial to prompteconomical growth, to transfer development pattern, and to elevate regional competitiveness,to introduce the overseas high-level talents. Thus we must fully understand the flow patternsof overseas high-level talents, the innovative mechanisms to attract overseas high-leveltalents, and the use of overseas high-level talents. Through research, the paper points out thefactors and the trend led by international mobility of human capital factors in the context ofglobalization. The paper also shows the global competition for talents and the flow patterns,learning from the experiences of developed countries, emerging and developing countries to attract foreign talent; based on which, an analysis of Guangzhou Nansha District to introducethe overseas high-level personnel being drawn from the historical background, significanceand important contribution. This paper thus aims to provide plausible resolutions andsuggestions to cope with the current scenario of overseas high-level talents in Nansha District,the problems existed in introducing this specific group, and the policy and pattern innovationof this group, in order to strive to explore with ambitions, to run trials and exert practices, andto innovate in molding overseas high-level formation of Nansha District talent introduction tosearch for new models, methods and approaches. The leading role of the high-level overseastalents is expected to be further developed and the Nansha District’s economic, social andscientific development would be promoted to a whole new level in the near future.
