With the development of social economy, people pay more attention to the equity andeffectiveness of health service which depend on the rational allocation of health resources. Atpresent, how to utilize limited health resource efficiently and scientifically, optimize healthresource health service is one of the urgent tasks in our country. The study analyze various factorsthat affect health resource allocation from macro in our country, learn more about the direct andindirect relationship of Chinese health resource allocation with regional population gross, percapita gross domestic product (GDP), birth rate, etc and explore the economic structure problem ofresource allocation, discuss the effective way of solving the problem. Health utilization isdetermined by health needs, service supply and other socioeconomic factors, in addition, some ofthe variation in health service supply is determined by the socioeconomic factors. By constructingsimultaneous equations model, comprehensive analysis the relationship of health care utilization,service needs, service supply and socioeconomic factors, find the variable standardized mortality,which reflect service needs. Then, in terms of social economics, the survey region will be dividedinto three levels by hierarchical cluster analysis. Next, use multilevel model to fit the model aboutthe relationship between service utilization and needs, and then conclude the needing variablecoefficients in every urban. Finally, these coefficients mentioned above were multiplied by thepopulation to yield a weighting population. The proportion of weighting population in totalpopulation is the principle and standard of health resource allocation in different regions.
