Under the new historical conditions, human resources has become themost important strategic resources, talent problem has become a key issue inthe jinzhou city comprehensive construction well-off society. At present, thejinzhou city hold the liaoning province southwest integration accelerate thebig opportunity, such as the city’s economic and social development havebeen standing at a new starting point, has entered a new period ofdevelopment. But the jinzhou city personnel present situation and the newsituation, new to the task is not too orientation, total talent shortage,unreasonable distribution structure, high-level personnel, enterprisecomprehensive strength is not strong management team, talent relative lack infunding, talents working mechanism remains to be further perfect, this willlargely limit the further development of jinzhou city economy.
