In recent years, with the coming of economic globalization and the era ofknowledge economy, the competitive international marketing competition’s needs ofraising frequency and speed on turning scientific and technological achievements intoproductive forces, and aiming to realize Industry-University Collaboration throughinnovation and utilization of knowledge just come into being. Because of the comingof the era of knowledge economy, it is difficult to keep up with the speed of theupdate of science and technology relying on the own strength of enterprises since theessence competition among enterprises lying on the competition of science,technology and talents. As a result, they have to cooperate with universities andresearch units so as to use their high leveled teachers, talented and innovativeresearchers and complete scientific equipments in order to achieve positive position inthe competitive competition. Universities have been pushed into the center position onthe aspect of the promotion of social and economic development. They need to be notonly different at knowledge creativity and cultivate of talents, but also need a newunderstanding on social service which has been ignored by normal people. JapanIndustry-University-Government Collaboration Model has been in the posture ofspiral since the building. The closer and closer cooperation among the nation, theindustrial industry and universities develops Japanese economy, as well as treasures toall over the world. The thesis is divided into the following chapters, Introduction,Japanese Tertiary Industry-University-Government Collaboration TheoreticalFoundation, Postwar Japanese Higher Education Industry-University-GovernmentCollaboration Policy Guidance, Influence from Japanese Industrial Industry to HigherEducation’s Industry-University-Government Collaboration, Implementation ofOkayama University’s Industry-University Collaboration, and Epilogue.Introduction elaborates the research background and meaning of the thesis, theresearch status of Japanese Industry-University-Government Collaboration bothnationally and internationally, unresolved issues in the research of Industry-University Collaboration. The introduction introduces research methods of the thesis,as well as defining the core definition of “Industry-University Collaboration”,“Knowledge Economy”.Chapter1, Japanese Tertiary Industry-University-Government CollaborationTheoretical Foundation. This chapter lays academic foundation to Industry-AcademiaCollaboration through the elaboration and analysis of triple helix theory, humanresource theory and Obara Kuniyoshi’s holistic educational theory.Chapter2, Postwar Japanese Higher Education Industry-University-Government Collaboration Policy Guidance. According to the era background and developingfeatures of Japanese higher education Industry-Academia Collaboration, it has beendivided into4stages, which to be specifically are from regulatory to relaxation frompost the second world war to1970s, the slow progression in1980s, interactiveactively deepening cooperation policy in1990s and new policy in the new era.Chapter3, Influence from Japanese Industrial Industry to Higher Education’sIndustry-University-Government Collaboration. According to the promotion fromJapanese industrial industry to the Industry-Academia Collaboration, it has beendivided into3stages, which are promotion in1950s and1960s, influence in1970sand1980s, and promotion again in1990s.Chapter4,Implementation of Japanese Industry-University-GovernmentCollaboration—Okayama University, and Epilogue. This chapter analyses theorganizing, operating and ensuring mechanism of Okayama University’sIndustry-Academia Collaboration, so as to clear the development status of Japanesehigher education’s Industry-Academia Collaboration.Chapter5, The revelation of Japanese Higher Education’s Industry-University–Government Collaboration.Conclusion.
