The Compulsory Education Balanced Development Issues To Explore Of Jiyuan City

Compulsory education is an important part of our national education system, which is a school education that must be assured by our state, society, school and family. It is also the foundation of the national quality, and the starting point to realize our social fair. Compulsory education has the characteristics of public, unity and voluntary.The balanced development of compulsory education has become the current issue of common concerns of people’s livelihood. Since the last1990s, our country has took many measures in compulsory education on balanced development, which had also made obvious achievements, but there are some problems still existing, such as inadequate investment, the imperfection of the investment system, the imbalanced development between regions, urban and rural. They all need to have a further study and solve. The development on the balance of compulsory education is not absolute average, but relative, dynamic, and it is a continuous and spiral precession from imbalance to balance, from the balance to new imbalance, from the new to the new equilibrium. At present, the important task of the balance on basic education is to fulfill the balance in the area of our county.The main body of this paper includes five parts. The first part, introduction, which mainly introduces the background and the significance of this topic, what’s more, the research ideas, methods, and the theoretical basis of balanced development of compulsory education will be talked in this part. The second part mainly introduces the definition of some related concepts, the research situation of domestic experts and the practice on the balanced development of compulsory education in foreign countries from which can be drawn lessons. In the third part, it will talk the status of the balanced development on compulsory education in Jiyuan. It mainly introduces the economic and social development, the condition of education development, some achievements about the balanced development of compulsory education and the existing problems. The fourth part is the analysis of the causes of those problems on compulsory education’s development. It mainly analyzes the causes from the system and the mechanism of Jiyuan’s government, the decision-making, education investment, education resource allocation, education quality and so on. The fifth part is some countermeasures and the suggestions to realize the balanced development of compulsory education in Jiyuan, which puts forward some concrete Suggestions to promote the compulsory education balanced development from strengthening government responsibility, strengthening the education responsibility, strengthening quality monitoring.
