Study On Higher Education’s Contribution Rate To The Regional Science And Technology Innovation

In the era of knowledge economy, the regional economic competition is more and more dependent on science and technology level, regional innovation capability has become an important factor in regional economic development, therefore, how to improve the level of a regional science and technology development has become an important research topic. One of the key elements of higher education as the regional innovation system, plays a very important role in the development of a region, its impact on the regional innovation system has received more and more attention of scholars at home and abroad, and its importance has been widely recognized. At present, how to evaluate the contribution of higher education to regional science and technology innovation scientifically and objectively, to more effectively play its role in the regional innovation system has important significance.This paper mainly research on the higher education contribution rate analysis of regional science and technology innovation, to study the relationship between higher education and regional science and technology innovation by using the theory of regional innovation theory, human capital theory and new economic growth theory, and on the basis of theoretical analysis, analysis of the impact of higher education on the regional science and technology innovation dimension, constructs a theoretical model of regional higher education contribution rate of regional science and technology innovation, and based on the theoretical model, established the regional higher education contribution rate of regional science and technology innovation evaluation index system, calculate the contribution to the regional higher education in Liaoning province the rate of innovation of science and technology, higher education in Liaoning Province on Regional Science and technology innovation, the contribution rate of the reasons of the differences and the influencing factors, puts forward suggestions on how to promote the contribution of regional science and technology innovation in Liaoning province.Analysis of the influence of regional higher education to the regional science and technology innovation of higher education from the dimension, knowledge production, knowledge production, knowledge based output into three dimensions to promote regional science and technology innovation; based on the influence of dimension, constructs a theoretical model of regional higher education contribution rate of regional science and technology innovation, the theory model of contribution on the regional science and technology innovation efficiency of regional higher education 3 dimensions of 9 indicators based on the evaluation index system, select the relevant indicators of 2004～2013 in Liaoning province higher education and science and technology innovation in Liaoning Province, through the entropy method to calculate the index weight, calculate the 2004～2013 of Liaoning Province Higher Education contribution rate of scientific and technological innovation in Liaoning province by using the linear weighted sum method.According to the calculation results, the contribution of higher education in Liaoning province of Liaoning province science and technology innovation of the rate of the overall trend is upward, respectively in 2007 and 2011 appeared to decline, the average level of about 42%.
