This paper focuses on researching the phenomenon of “super high school”, and put forward suggestions to promote the balanced developing of high school education by analyzing the main features, reasons and affection of “super high school”. The thesis consists of four parts. The first part collated most research and reports of “super high school”,determined research methods of this thesis and listed some typical cases based on Equity theory of education, Antimonopoly theory and Economies of scale theory. In the second part, the paper defines “super high school”, which is those who monopolize admission quota of Tsinghua University and Peking University, and those who always get NO.1 and high score rate. This kind of school always take good advantage of resource of school brand, monopolize excellent source of students under the help of government to get a great result. Sumarize features of super high school. And describe its “big” “big amount of students” and “promotion ways”. The third part of the paper is to understand the "super high school". The impact and the formation of a“super high school” phenomenon are analyzed. It considered that the“super high school”is the contrary to the basic philosophy of education,prejudice the fairness of education and the reason is the Game betweeneducate stakeholders. The fourth part is the reflection of “ super high school”. We must suppress the development of “super high school"”monopoly. The government should promote equitable education through macro-control, while helping parents to understand “The problem of choosing school” rationally; secondly control size of “super high school”. School is neither a workshop nor barracks. Size is not equal to quality. So the size of these“super high school” should be reduced; The teacher should be familiar with each student’s learning and thinking. And finally various schools advocate of fair competition, to develop the quality private high school, encourage the development of diversified forms of education.
