Main objects discussed in social sciences are human beings and society. In a strict view, the thoughts of social sciences appeared between 17 to 18 century, then raise in 18 to 19 century, however, there are different points about it.(Also the prologue of the modernity of social sciences began to open up.)The raise of social sciences means the beginning of the modernity of social sciences, meanwhile, the process of modernity of social sciences also stands for the process of the raise, form and development of social sciences. A closed isomorphic relations shows between the progress of social sciences and the modernity. Research for the core problem in the progress of modernity of social sciences is necessary for the historical background and the situation of the rising social sciences. Starts from the historical background, reveals the background of the modernity of social sciences, then studies the relationship between the modernity of social sciences and the two dimensionalities of moral and political ideas. Simutaneously, research of the changes of political concepts and the prominent of morality is meaningful for the outlook of the development of the modernity of social sciences.The main idea discussed in this paper is to reveal the properties and the methods changing progress based on two core problems arised in the developing program of modernity of social sciences, then tries to correctly expound the functions of the two core problems in the modernity of social sciences, and finally reveals the true improving process of it.The first chapter starts with the discussion of the historical background of modernity of social sciences, including the alternative of cognition, the raise of social sciences and the appearance of the two core problems of modernity of social sciences. The second chapter abstracted one of the most important problems in this period--the alternative of political ideas. Ultimately, the last chapter emphasized the other core problem--the prominent of morality. Thus, the research for core problems of social sciences is helpful for us to understand the raise of social sciences and the modernity of social sciences.
