The innovation of the computer technology promotes the process of education informationization, also to the teachers’ information ability and quality put forward the new requirements, especially the primary and secondary school teachers in ethnic areas presents great challenges. Developing a batch of high quality of modern information theory and technology teachers becomes the important measures to promote the development of national education informatization in ethnic minority areas, which is an important mearure to promote the development of national education informatization. In response to the national primary and secondary school teachers’ information technology application ability promotion policies and call for engineering training project, si chuan province has carried on the information technology application ability promotion training programs. Training is a wildfire. The author has repeatedly involved in teacher training project and experiences to the existing training has certain problem.For example, the teachers "knowledge" remains to be further tracking and support at the end of the training activities and the training effect and quality needs to be further improved.This article from the perspective of training programs and training actual migration, the research of teachers to the satisfaction of training organization activities after training content and the application situation, analyzing the problems existing in the primary and secondary school teachers training in ethnic minority areas, summarize the carding factors affecting the training transfer effect, and then from the Angle of the migration, built by applying the method of explanation structure model for primary and secondary school teachers in ethnic regions and effective model of information technology application ability training, training content and on the basis of model design, the practicability and operability of the model for the implementation and analysis, further verify the feasibility of the model and the necessity of using this model, and also illustrates the rationality and validity of the model.There are six chapters in this paper:The first chapter: introduction.Mainly from the aspects of subject research background and research status at home and abroad is expounded, and then introducedthis topic research significance, contents, methods, results, and the research train of thought.The second chapter: introduces the research this research topic. The subjects involved in this defining the relevant theories and concepts.The third chapter: research the analysis phase. In practice, on the basis of investigation and literature reading, questionnaire design, education informatization and the characteristics of teachers in ethnic areas, respectively, and feeling and evaluation of training programs and training teachers investigation and cultivating teachers at the end of the training for the use of learned information. According to the data statistics analysis, summarizes the key factors that affect training and migration,put forward theory model build, build the model for the next step.The fourth chapter is in the third chapter, on the basis of the theory of adult learning, training, migration theory and the theory of performance technology,combined with the explanation structure model method, constructs a model of teacher training and effective training based on migration, draw the model structure, and the corresponding auxiliary strategy for the implementation of the model design.The fifth chapter: Case design and implementation. "Primary and secondary school teachers in ethnic minority areas of sichuan province with the information technology application ability training" project, design training cases, training practice,to evaluate training transfer situation, and to build the model implementation and application of analysis of the effect, find its advantage.The sixth chapter: summary and outlook. Summes up in the work of some of the important research topics and main results and reviews the contribution of the whole research process and paper points, reflecting the shortage of the author in the study to improve work and further research direction is put forward.
